I got some rockers from Rocker King that looked like they may have been lightly sand blasted before they were sent to me, some other panals I got were sprayed with WD-40. The ones I got from Black Car looked untouched but also coated with what looked like WD-40. I would lightly sand the surface rust and coat them with a heavey coat of WD-40 then store them in a dry place. I recall reading somewhere that WD-40 was developed for the military and stands for "W"ater "D"isplacer the 40 was the 40th try at getting it right. Don't know if it is true or not but the stuff works. When you are ready to use then clean them off with mineral spirits or POR-15 marine clean (I really like this stuff) I recommend treating them with a rust converter that leaves behind a zinc phosphate coating. This will prevent future rust through. There are many brands out there EastWood sells one but again I like the POR-15 Metal Ready.
