You need the style of puller that fastens to the lug bolts, not the outer rim of the drum. Back the nut off until it is flush with the end of the axel and tighten the puller as hard as you dare, then whack the center of the puller with your favorite big hammer. If it doesn't move with one or two whacks, try heating the center of the drum then retry.
