Ed,
The grille guard on my Fury seems to be held on by some "J"
bolts that reach up and hook around the bumper bracket and down thru a
pair of holes in the bumper guard with some acorn nuts over the end. I
don't see any other pieces. Perhaps the steel strips are to be inserted
in the bumper guard, behind the bolts , to keep it from being crushed by
over tightening the nut.
