You can leave the axles in, a proper weld won't generate that much heat out
on the end of the tube. One good pass down each side is sufficient, any
more than that just heats things up and looks amateurish anyway. The
bearing rollers won't be affected at all unless someone hooks the ground
clamp to the axel shaft instead of the housing.

There is really not that much heat generated if you go weld it in a
couple of different go arounds. You generate as much or more cutting off
the old ones with a torch. The other possibility is the balls in the axle
bearings can arc and get rough so lots of guys suggest taking the
bearings out. I am taking my chances and will check the bearings when I
change the backing plates.
