If you can find out which neighbor finked on you, I would build a legal
maximum height privacy fence along his side of your yard and paint the
neighbor's side of the fence the ugliest color and pattern you can think of.
Then he can recall the good old days when all he had to look at was a few
barely visible cars.

This is why I live in the country. 15 Acres in the woods, in a county with
no zoning, inspections or rules. If you want to open a bodyshop on your
property you can, you can also build it and wire with no inspections or
rules. Build or add to your shop, whatever.......
They probably have a law on fence hights, and once they know what's in the
yard it usually dosen't matter if it can be seen. Hell, some of these areas
have laws against having unlicensed cars in your garage. Some places you
can't change your own oil or do any work on a car. Can't even check the oil!
I had a simular thing happen with my first house in an urban area. I had a
full 4 car garage, drivers parked in the driveway, and a 51 Volkswagen
Stockcar in the back yard. Could not be seen from the street, and there were
no homes or access to behind my yard. Got the letter about unlicensed
vehicles. Went out and put the stockcar on my car trailer, covered it with a
tarp, and when the inspector came to check on it, I pointed out that the
vehicle (trailer) in my yard was tagged and it's load was no ones business.
He went away and dropped it.
