In Nebraska some years ago they instituted
a vehicle ID and stolen car check which had to be done at the county sheriffs
office. You had to drive the car in and they would look at the serial no
plate and check national records for 10 $. Problem was driving in
or even bringing on a trailer since you couldn’t park trailer near by.
Must have loosened up a bit since I can
now call sheriff and he will send deputy out to check id. Still
have to stop at his office and pay 10 to get certificate so that title can be
issued.

Implications of Changing Years and Models
Some places, like ours, don't allow the title to be
changed into the new owners name, if it comes from out of province, unless
it can pass an inspection to prove its roadworthy. So, you would have to spend
a lot of dough to make it correct then throw that away as you change it.
