You can't use a single master cylinder with disc brakes. That master cylinder was designed for drum brakes and will not work effectively on a disc brake setup. You need to get a master cylinder specifially for a disc brake car. It sounds to me like your biggest problem is the master cylinder. Get one for a 74 Dart with manual or power front discs, depending on your application and see how it works. You can still use the proportioning valve to tune your braking so that the fronts lock just before the rears.
