With 7 million listings at any given time, it can't be policed. You'd
never get anything listed. The real problem are the dummies that are
cackeling to themselves over how bad they're screwing the seller,
buying it so cheap. If it's listed with a way too low Buy It Now price
or "Special Instructions" on how to deal, it's a scam, not a stupid
mistake on the sellers part. And, if you think it's a scam, report it to ebay. I did that with the original listing that started this thread and they were all removed in less than 2 hours.
