As far as I know, with my computer and using Outlook, "Reply All" means reply to all people who received that particular message ("TO" and "CC"). Doesn't have a thing to do with the content of the message, or including the original text (and attachments, like pictures!). You can include the original message either as a separate attachment, or as included text. That's all in the settings. But there's a different forum for these things, I guess...
