Hi, Mike: there is nothing to "stabilize", about the car.  
Rust/corrosion is not really a living organism, feeding off of another
living organism (despite popular analogies/mythologies).  If the car is 
not to be re-submerged in a moist/humid/salty
environment, it's not going to turn to dust,  or rust.

The family is making a colossal, monumental  error, in not arranging to  
sell the car to someone, who could preserve/
display it in its as-unearthed condition, as an historical artifact.

Removed of its magnificent patina, it's just another hulk.
