Ed,
I had that exact same problem once in my 64 Dodge driver years ago. The
colder it got the longer it stayed stuck in first. Once it shifted, it
was fine afterwards until it cooled off again. I assumed it was caused
by varnish in the valve body sticking a check ball.
It went away forever immediately with a fliud change.

My cast iron TF runs fine..........
BUT--In vey cold weather,,,,or when its been sitting for a month,,the
first time it goes for the 1st-2nd shift,,,,it holds first for QUITE a
while, even at light throttle.
The next 1st 2nd shift is sooner
By the 3rd time,,its a normal progression of 1st-2nd
My own thought is a poorly lubricated governor weight or
valve?????????? which is somewhat sticking' ???
