  OK, I'll write this real slow, so it's easier to understand .....  ;-)

  The botton edge of the "tower" curves outward and under the bumper.  Under ideal fitment, the tower *should* be able to be wiggled 
past the tight spot without any extra work.  Add in 50 years of untold variables, and the bumper ends up a little closer to the body than
it should be, and one is forced to loosen the bumper brackets from the frame to allow the bumper to sag outward and downward a little, 
in order to get the clearance to get that curved flange past the bumper without breaking the fragile flange.
