Taillights are a different circuit from the turn signals/brake lights. These old cars didn't have a fuse box. There is one fuse attached to the light switch, but I think that is just for the headlights. Best practice is to start checking things out at the end of the circuit: Bulbs, connectors - including proper grounds, wiring, and work your way back to the headlight switch. A common problem is the dimmer part of the switch, but that should just affect the instrument panel & interior lights. Bad grounds is another common problem.
