Many years ago I bought 4 nos drums and brake assemblies. I believe that they have never been disassembled so this is how they would have arrived into Jefferson Assembly plant.

It can also work the other way, by NOT applying the brakes on a wheel.
Applying the brakes slowly or easily, not so much flap/blockage, making it hard to detect. It can also vary from time to time.
Hoses are cheap, as long as you have the system apart, always replace older hoses. 
May or may not apply in your case, but good to know for another time.

If your car is pulling to the right, then the issue is likely on the left side. Assuming that both sides are set up correctly, when you step on the brakes, the shoes on both the left and right should touch the drums at exactly the same time. If something is hanging up on the left, the right will touch the drum first, causing the pull. I would pull the left drum to look for issues. Then I would reset the shoe-to-drum distance, using the adjusters on the back of the assembly.

After repairing a leak at the master cylinder and bleeding my car would pull to the right on braking.

Then on my last trip my right front brake remained engaged after braking.

Fortunately I was a few blocks from home and was able to continue slowly.

Here is a photo - I expected to see a broken spring but everything looks normal. Both wheel cylinders extend and retract when I lightly press the pedal.
