The wear/scuffs/glazing on the shoe/drum lining will usually tell you whats going on. Even scuffs over a large portion of the shoe/drum is a good sign. If everything appears dry & intact, spray the whole shootin' match liberally with brake cleaner. Wipe/spray the shoes & drums several times to be sure those almost inevitable greasy thumb prints go away. Put the drums back on and adjust those 7/16 (?) cam bolts evenly (the time-consuming part). The drum should not quite spin freely, but close. Do this at all 4 corners and you should see immediate improvement in both pedal height and stopping. If not, back under the dash to adjust the master pushrod farther out for better pedal. While under there, look for any leakage from bad piston seals. Continued pulling could be hose obstruction, bad arcing as below, or other bum parts. Carry a long 7/16 socket for adjustments on the fly. After a few tweaks, you'll get it better still. Also, new shoes in old drums that had not been turned took a while to get grooved and worn to get good contact with the old rough drum. If the drums were turned, the shoes were sometimes "arced" to better match the larger drum ID. Please work hard on getting the brakes working consistently and smoothly. I notice that the brakes are more consistant when the temperature is in the 80's. At night coming from the local car cruises when the temp is in the 60's the brakes will pull alittle to the left then to the right and the peddle height will change but still remains low.
