Larry, Have you replaced the hoses? I have seen situations where a portion of the inner hose liner comes loose and causes a kind of "flapper valve" which prevents the fluid from doing it's jog Remove both hoses and use air pressure to blow both directions to check because when this happens, it will usually flow freely one way and flap shut the other.
