Id pull one plug one wire wile cranking with finger in plug whole or finger sized handel end end of screw driver in plug whole . you should here pop while seeing spark from that wire. or you have a bad batch of champion plugs. So, one of the three is off. Since it's been sitting for so long, I'd make sure the fuel is actually getting into the cyl. Yes, you have compression, that doesn't mean the gas is getting there, or getting there right. I have had experiences with low compression and no start. Had one where 90 psi cranking compression and engine flat would not start. Fixed compression problem and all was well. Wetting the cylinders with oil does help get a dry engine started for sure as you have done but oil can foul plugs if too much is introduced. We started a no start glow plug diesel with no glow plug action with our heat gun. Can't use starting fluid with a glow plug diesel and I do not like to use the stuff anyway so we shot hot air into the intake system while cranking and the thing started. BTW, heated intakes are used on a number of diesels and just maybe sucking hot air might help your Chrysler spark engine get going. Cranking vacuum with throttle blades closed?
