Thanks to all that responded confirming my suspicions that a ballast resistor is not needed on a 6-Volt system. Ballast resistors are used to minimize ignition point burning on 12-Volt cars and many (most? all?) 12-volt systems are wired up to provide the full 12 Volts to the coil while cranking/starting, then revert to the lower voltage on the output of the resistor. It is a fairly crude, but effective, system. I'll try to remember not to take e-bay automotive engineering too seriously.
