Belt dressing should fix it. But it begs a larger question or two. Does the belt have the correct "V" design for your pulleys? And are your pulleys correct. You may be overdriving the water pump, that is, it's turning too fast and can't move all that water, which prevents it from turning as fast as the crank. Far out, but possible.
