I don't know the difference, But I went out to the garage and took a little ATF+3 and compared it to pre 1989 Chrysler Power steering Fluid and after 1989 Chrysler Power Steering Fluid and to me Both of the Power steering fluids seem to be a little bit heavier or thicker how ever you want to describe it. It seems to me that back many years ( around the mid 50's they did use ATF in the power steering pump. Just My Opinion.
