I don't have a parts book for 63 & 64, but believe you are correct about the governor being the only difference. The line pressure may be a bit higher also. The 62 and up aluminum TF is much easier to get performance parts for and beef up. A good modification for any early TF up to 67 would be to use the later front pump and fine spline input shaft. The input shaft has a larger sealing ring diameter, so the pump and stator support must be matched to it.
