Paul, The small (pencil tip) end goes down into the lifter. However, if you have installed a new cam and lifters, you should go with the more "modern" push rod design. This is so that the radius of the push rod will mate better, or more evenly with the larger radius of the new lifter. These "modern" push rods are standard push rods for a 440 engine. This is what I did with my G during rebuild.
