Those were legal for a limited time, you got them in
conjunction with a state sponsored car show. I
acquired some later on.

Some more interesting history: George Ryan's name is
on there, he went on to be governor, now he's been
indicted on 22 counts of fraud, racketeering, and
other corruption and is currently awaiting sentencing.
