Hi Mike, I don't remember without looking it up whether the fluid level is checked with top up or down. I assume you've checked which is correct. 1. Is this a NEW problem or has it been since you restored the H? 2. What fluid do you have in the pump.? Brake or power steering or tranny fluid. I use clear power steering fluid and I do believe that fluid other than brake fluid will run a little slower through the pump and it will slow operation. After I have emptied and cleaned the pump and cylinders and blown out the lines, I use clear power steering fluid (withOUT stop leak) as it won't corrode everything if it should leak nor will it stain red like tranny fluid. Never understood why they used brake fluid which is hygroscopic and corrosive. Checking all the hinge bolts and pivot points, etc would seem appropriate as well.
