Hi all:

Years ago, I had a problem with wheel covers spinning on my 300F and 1966 300 
Conv.  I solved the problem by applying a few extra coats of paint on the 
surface where the wheel covers bite.  The teeth bite into the thickened paint and 
there is no more spinning or noise.  I would presume that this would also 
help the wheel covers from flying off.
