If you have voltage at the wire for the light in question, you have an
open wire, bad ground, bad light socket.  Pretty much in that order. 
By cutting the wire where you can easily splice it, you should be able
to meter ohms thru the wire to the "good" lamp and to a good ground. 
Just put one lead on the cut wire, other lead on good ground.  If you
get a reading there is no reason why it shouldn't work.  You may need
to buff the inside of the lamp socket if it is a single connection to
case type of lamp.  The consoles gets lots of ash, beer, soda etc.
which may have messed up your path to ground.
