Not sure on the '62 specifically but there should be a neutral safety wire coming from the trans to the ignition solenoid under the hood. The solenoid can be jumped to activate the starter at any time with or without the ignition on, in fact a flat bladed screwdriver works well to jump power to the switch if you don't have a remote switch. It is possible your ignition switch is broken and not switching power to the solenoid.
