At the oil jobbership I mananged in the 60's and 70's we had 20,000 gallon above-ground gasoline tanks cleaned out (by a man on the inside) and welded with nothing but a blower ventilating them. Years ago when they used to have a tech trailer at the US Nationals I watched several fuel tanks be serviced. There used to be a common area set aside for the Tech Service, it was provided as a service for the racers that couldn't bring the tools needed for uncommon repairs or modifications while at the drags. They used a squirrllcage blower to force air thru a 3" garage exhaust hose, stuck the open end of the hose into the fuel tanks and pushed so much air thru the tank that the A/F ratio never had a chance to even toy with combustionibility. I think there was a complete air change every 15 seconds or less inside the tanks being repaired, and this included aluminum alky/nitromethane tanks.
