Mark, You are correct, a Chrysler mechanic down here told me to be extra careful when working under the dash of my 67' Chrysler where the voltage regulator is displayed on the dash as it will drill you good as he states it does hold the voltage. I never got around to testing his theory. Grounding could be by mechanical means (a jumper wire to ground), or by biological means (grabbing the wire with your hand). Per the service manual, the power pack for the electroluminescent lighting converts 12 volts DC to 200 volts AC at 250 Hz. You will definitely feel it, but it won't kill you, the current is too low.
