I'm not sure which car we are talking about here, but the F has a cable 
adjusting nut where it comes through the firewall and attaches to the foot 
lever assly. If the the car was at one time all taken apart, this would have 
probably been disassembled also and perhaps needs further adjusting at that 
point.

The F service manual has an excellent illustration of that end of the cable 
and how it all goes together.

It seems to me that a lot of these questions that pop up here on the server 
from time to time can be readily answered by simply consulting the service 
manual for the respective car.
