PS, WP belts should be a matched pair.
NAPA XL25-10933
AC Comp belts are Gates 7730
That's what my D and C, both factory AC cars have on 'em

Sounds like you have some incorrect pulleys.
You are saying your water pump is one size and the p/s pump a different 
size?
An original AC car?
P/S pump should be a dual pully for an A/C car as well as the water pump.
At least that's the way both my cars are.
Only 2 different size belts total, both matched pairs.
