I have found this same scenario and it turned out to be heat affected starter (both exhaust and the following) and some shorted windings (just a few but enough to draw too much current and create extra heat in the starter compounding the problem) I was told this was a result of repeatedly trying to start the engine with a low battery around 10volts. This is Just one more thing for you to check.(it took me several hundred dollars changing things before a starter rebuild tech advised me of the possibility; he was correct) Use an amp meter tool (the clamp over the wire type) on the positive line from the battery to the starter while someone cranks the engine. Check what the specification should be and how much the voltage drops as well. Good luck and testing.
