That works by "induction" Larry. You've got your electrons flying all over the place from that wire and it induces the little coil under your ammeter needle to move. It reads how much juice is going through the wire. It's a very directional kind of thing, and if you put the wire through the loop backwards it will show a charge instead of discharge and vice versa.
