If it clicks when you try to engage the starter it is neither the
neutral safety switch nor the vacuum switch on the manifold
Take something hefty like jumper cables or a pliers and jump across the
two heavy wires in the starter relay. (the small box on the inner fender).
If that causes the starter to run the relay is bad. If it doesn't spin
the starter then check the battery cable connections.
Remove and clean them. Sometimes the cable will corrode inside the
battery terminal .
these conditions will sometimes allow the lights, etc. to operate but
will not carry the heavy starter current.
