An equilizer hitch will assist in balancing out your tongue weight and will stabilize the trailer and improve handling for sure, but it has to be considered as part of the balancing calculation, just like moving your load around. Your tongue weight should always be calculated at about 10 - 15% of your gross weight and should also include any weight behind the rear axle of your tow vehicle. If you're always carrying the same load in the same position and you aren't adjusting the load in your tow vehicle dramatically, you'll be okay.

I'm going to second the motion on equalizer hitches. They will improve road handling far more than anything else you might do to get the proper balance and tongue weight. It's really an unbelievable difference from just having a regular ball hitch setup.

And I would also echo the HD axles recommendations. My 24' Pace American weighs 3500 pounds when it's empty, so I'm at 4000 pounds per axle dead weight as soon as I roll my C on it. 5000# ratings per axle sound like a good place to start.
