I've covered this before but will do so again.  In 1955 the early cars had the short piece (L) with a wider dash pad.  Also the wiper mounts rested against the stainless glass trim.
 
To remove the pad one had to take the wiper mounts off, remove the stainless AND windshield.  I guess some engineer figured out that if the pad was made more narrow and was covered with longer trim pieces "at the gap" the pad could be removed from inside the car which is far less work.
 
Why the wiper arm mounts were moved forward in 1956 may play into this somewhere.   Possibly the stainless and glass was enough work??

To the best of my knowledge ALL 1956 hardtop Chryslers and Imperials used the same piece.  Some were not chromed on the lower end cars but once again they were the same.
 
Mid way through the 1955 run there was a change as the "L" as you call it became longer going to the front glass.  That was just and FYI.
