If that elusive 'plug' stays just that, a plug and Elusive, might I suggest 'Shoe-Goo'. It is a 'stays pliable' but stays in place type of adhesive. A little degreasing cleaning and then you have a place to dab a blob of shoe-goo over the hole. Should hold until you need to scrape it off for what ever that little hole is intended for. Unless its also a form of Weep-hole should internal pressures exceed what ever threshold it might have been designed for. Might not hurt to try it out if there is no suitable replacement. I've even used Shoe-goo to afix picture hook stuff to brick to hang art. YEARS and years later they are still in place with nary a clue that they might suffer an 'opps' moment. We used the stuff to repair the windshield washer bottle in my youngest son's 70 New Port R/T when no replacement was available. Just slathered the stuff on until the remaining plastic retained a fill.
