If you apply heat w/ propane torch just on the head of screw,
should not burn paint. Second option: if you have access to tig welder you can
weld on piece of 1/4” rod and turn with vise grips.
After you weld, cool the area with water to prevent paint
burn. You only have weld 2, 1/8” bead 180 degrees apart. Gary
