In theory as long as there is conductive metal between the battery and a device, such as a starter, it is grounded. But the quality of that ground may be insufficient for a starter which draws a lot of amps. I would definitely try connecting a beefy ground down to the block and see what happens. It can be a temporary ground as an experiment.

When it’s hot the starter barely cranks it moves to motor a fraction of a turn then stops. I have been looking for a local rebuilder. The one I used to use closed down a few years ago.

cars and they seem happier too.
