Well,
Accell pump and vacuum leaks both good starts.
AS well as:
Improper operation of the mechanical/vacuum advance
Improperly Jetted carb Or Needle Problem
Exhaust restriction
Cam out of time (retarded)
Loss of spark under load (coil, pickup, points?)
Accellerator linkage binding, not opening the throttle plates fully
With the high idle requirement, I would look at a vacuum leak first.
Then carb second. You could have something like an intake manifold
gasket leak. (heads milled?) Or maybe you have missed a vacuum port for
power brakes that the car doesnt have, or anything along those lines.
Cover the carb with a rag, ( try to choke it with the rag and your
hand)if the engine speeds up you have a vacuum leak. Pinch vacuum lines
with a needle noce pliers to check them for a leak, if the RPM increases
when you pinch one, you have a leak. Use carb cleaner along the intake
to head mating surfaces wheil the engine is running, if RPM raises, you
have a leak. Looks for the vacuum tree port or PVS port on the intake
for a missing plug or fitting.
Is there smoke out the exhaust during this bog? Black? Blue? White? Does
your exhaust smell like unburned gasoline?
Its a tough one to try and diagnose over the computer. :)
