Neal,  I know Washington issues VIN''s but they do not use partial vin's from 
the car.  They kinda make up their own and stamp it on a plate that says it's 
a Washington State Department of Licensing issued VIN.  This plate is usually 
riveted to the firewall, but I've seen them under the rear seats in VW's.  If 
you send me your vin off line, I can check it through my sources monday.  Joe
