Neal,  we went through the cold weather block stuff about a year ago. I got 
spanked pretty good (all in good nature :-)  Quite a long thread with the 
ending general consensus that there were no cold weather blocks made, some 
foundries did make blocks with extra ribbing though.  Sounds like you got a good deal 
on the 400.  Grab a early forged crank or an aftermarket and build yourself a 
stroker motor.  If you go with an aftermarket crank, do not - DO NOT get the 
Lunati generic forged crank.  Not that they're weak or anything, but they are 
made with chevy sized counterweights and they cost an additional 750.00 to 
balance due to the large amount of mallory metal needed.  My 69 forged crank cost 
300 to mill and 200 to balance everything.   Joe
