hiya , if was mine causing that trouble i would look to the fuel pump first , 
the symptoms of surging are notorias of fuel pump.
the next time it quits on ya , remove breather and get over carb to look see 
if gas squirts out when opening throttle by hand . you should see two streams 
gas squirting  from carb pump thru small nozzles .
