 Doug,
 YES, a stuck odometer will cause the speedometer to jump, and click. 
The cable driving the speedo head turns the odometer by gears, and the
speedometer is driven by a implied magnetic field. When the gears of the
odometer jump, that releases the bind in the cable, and allows the needle
