are, or is that in winter that it does that?

Are you sure you've got the right cylinder? Front on the driver's side?
Assuming so, install the timing chain as previously noted and then turn the
crank 360 degrees. Both valves should then be closed. If that's the case,
you might want to consider degreeing the cam to be on the safe side. Comp
Cams' website has full blown instructions for that but it will take a little
time for a first timer.
