Leave them on  That is what the rubber snubber if for.  Keep the springs from wrapping up to much.  Also the steel band helps keep the thing from wrapping up to much.

  Hey Everybody,

       I have SS springs on my 65 Bel 1 and they have steel bands around 
  the leaves. I read somewhere that the bands should be removed to let the 
  springs wrap up.I also seem to remember back in the 60's wrapping the 
  springs with tape and puttung hose clamps around the springs. I'm so 
  confused !! Car is street driven.
