Neal,  Why don't you consider sand blasting the area, paint it with POR15
or some other rust stopping paint, use DEVCON or FLEXSTEEL  metallic
filler , and put it back together? You don't have to redesign the wheel.
The car won't last to the twenty third century anyhow. It's a street car,
and you can't use bailing wire on rust!
