If the pedal is hard you probably have a bad booster. Or else the valve from the booster to the vacumn hose that goes to the manifold is bad. Also did you hook up the hose to the manifold?

Does this mean he may need to adjust the length of the pushrod?

Also on the previous post, re: bleeding the brakes.  Is that common to
stop the pedal from going all the way to floor when bleeding?  I've
always pressed the pedal as far as it would go when bleeding
previously, and wanted to make sure I'm not doing it wrong.
