Would that apply for a mechanical unit also? Just pull the ignition and hot-wire it off the battery? I'm not sure what the drop to 7V meant though.

Unplug your regulator, and with a voltmeter on your battery, give the green wire that goes to the alternator 12V (with the engine running). If your battery voltage goes to 17-18 then your alternator is fine. Ballast resistor is unrelated. Sounds like a regulator.
