If you are working with a hydraulic cam here is the way. Most of the 
after-market cams like Comp-Cams these days like you to run the lifters 
pretty close to fully extended to prevent lifter-pumpup and valve float. 
They need to be adjusted with the lifter on the heel of the cam or ideally 
180degress away from the maximum high point of the cam lobe. Probably the 
safest way to set these up then is one valve at a time, spark plugs out. 
Start with the first valve on the front of one of the heads and work all the 
way down one head, then do the other. I like to put a spring-type clothes 
pin on the rocker when I have finished adjusting a valve so if the phone 
rings, I spill my coffee, whatever, I know where I stopped. Use a ratchet 
or breaker bar on the damper wheel bolt and turn the engine clockwise until 
the pushrod for the valve you are adjusting hits it's high point and just 
starts back down. Continue to turn the crank 1 full turn (crank turns 1 
full turn to get cam to turn 180degrees). Now you are ready to set the 
first one.

Now, use 1 hand to turn the pushrod and another to tighten the adjusting nut 
carefully until you just feel the pushrod drag while turning it. Turn the 
adjusting nut back and forth a little to make sure you are just at the point 
where the drag can be felt. Now, thighten the adjusting nut about 3/4-1 
turn and that one is set. If you are using self lock rocker nuts you are 
done. If you are using set-screw-lock type rocker nuts make sure you torque 
the setscrew to the mfr's tightening spec or the valves will all loose up in 
very short order, pieces will fall into the basement of the engine, the 
crying and inventing of new 4letter word phrases will comence. Repeat 16 
times and you are done.

If you are working with a solid lifter cam you can use the same procedure as 
above to get the tapppet to the heel of the cam. Now using a feeler gauge 
of the correct thickness per the cam mfr's direction you will insert the 
feeler gauge between the rocker arm roller and the valve stem and adjust for 
a light slip fit of the feeler gauge. You do not pre-load the solid 
lifters, they need to be run with specified valve clearance.
